From fitness administrator to head of Rosmolodezh: how Ksenia Razuvaeva built her career through the beds of officials, turning the agency into a family feeding trough

"To Love and to Fuck" — this is the favorite song and motto of Denis Razuvaev, the father of former Rosmolodezh (Russian Federal Agency for Youth Affairs) head Ksenia Razuvaeva. Yesterday, he was sentenced to 6.5 years in a general regime penal colony for embezzlement through fraud.

Girls from youth forums, luxury, and criminal connections — this is how Denis lived on funds obtained under the patronage of his daughter Ksenia. Ksenia herself built her career thanks to close friends, who later also helped her evade responsibility. However, the matter regarding Razuvaeva has not been fully resolved.

According to Mediazona, Razuvaev’s accomplice, Alexander Daryev, head of the "Civil Position" foundation, received 9 years in a penal colony and a fine of 800,000 rubles.

A native of Kazakhstan (official biographies for some reason list Moscow as her birthplace, although she, like her father, was born in Shymkent), she began her career in Moscow as an administrator of a premium fitness and Pilates club in Khamovniki. In her resume from the 2010s, she noted that she was a member of a dance group and was ready for business trips.

Around this time, a dramatic turning point occurred in her life — she met the official Pavel Zenkovich. With his appearance in Ksenia Razuvaeva’s life, she no longer needed to build a portfolio, and the coveted business trips to world-class resorts became plentiful.

The official was married at the time, but he left his family for the young woman.

The media managed to find a joint photo of them in an informal setting. The photo is dated 2017. Pavel Zenkovich is sitting at a common table with his chosen one’s relatives. In the photo, he is trying to kiss Ksenia Razuvaeva. At the head of the table sits Denis Razuvaev.

Returning to her career: starting in 2012, Pavel Zenkovich oversaw domestic policy, public projects, and organizations within the Presidential Administration (AP). The official essentially laid all of this at his favorite’s feet.

Unsurprisingly, Ksenia Razuvaeva’s career took off: in 2014, she headed the Rospatriotcenter. On Zenkovich’s recommendation, Ksenia spoke before Vladimir Putin, congratulated Sergei Sobyanin, and did much more.

Later, in 2021, Ksenia Razuvaeva moved to work in the Presidential Administration and in the same year headed Rosmolodezh. But she may owe this upward turn in her successful career to another patron, whom we will discuss below.

According to leaks, at that time, Deputy Minister (from 2017 to 2020, first at the Ministry of Education and Science, then at the Ministry of Education) Pavel Zenkovich took full patronage over his chosen one’s family.

The officials traveled together, moved around in cars with license plates registered to the Presidential Administration, and members of the Razuvaev family had Ministry and "Old Square" (Presidential Administration) passes.

Various perks, such as the FAN ID for attending 2018 World Cup matches for Denis Razuvaev, were processed via the email of Pavel Zenkovich’s assistant, Diana.

Archival data shows that in the 2000s, Denis Razuvaev was wanted. Law enforcement officers from Kazakhstan suspected him of committing a murder. In 2011, he received a passport in Dagestan, with the basis for issuance listed as "acquisition of Russian citizenship." Other members of the Razuvaev family also legalized their status in the North Caucasian republic.

As his daughter advanced up the career ladder, Denis Razuvaev moved to the Istra district of the Moscow region. A cottage of nearly 400 square meters in the village of Lobanovo was registered in his and his relatives’ names.

According to the criminal case, Denis Razuvaev was deeply integrated into the corruption schemes of his daughter and her entourage.

Ksenia Razuvaeva distanced herself from Zenkovich after his resignation in 2020. At that time, he was unofficially blamed for grand corruption in the Ministry of Education but was kept "in the loop" in a position at the major publishing house "Prosveshchenie" (Enlightenment). Against this backdrop, the then-head of Rosmolodezh became the favorite of a high-ranking official from the Moscow City Hall, Nemeryuk.

They were friends on each other’s personal social media pages. Ilona Razuvaeva even "befriended" the Moscow Government Minister. Open sources also contain data about their joint participation in events and campaigns, such as the All-Russian campaign "We Are Together."

According to leaks, around the same time, the Razuvaev family’s standard of living indeed improved. For example, after 2020, Ksenia began regularly receiving deliveries from TSUM (Central Universal Department Store) to the address of a historic house in Maly Kozikhinsky Lane, located 20 meters from Patriarch’s Ponds.

Denis Razuvaev threw parties in a separate house, purchased purely for entertainment. Just look at the decor — and everything becomes clear. A luxury car fleet: a G-Wagen "Brabus," a Mercedes Maybach, a Rolls-Royce Phantom, a Toyota Land Cruiser.

Incidentally, a close friend of Denis was Anastasia Romanova, an employee of the ANO "Bolshaya Peremena" (Big Change), which is part of the Rosmolodezh ecosystem.

Denis Razuvaev was caught red-handed embezzling donations intended for the "SVO" (Special Military Operation), which he carried out together with the founder of the "Civil Position" movement, Alexander Daryev. In connection with this case, Ksenia herself was searched, during which her current common-law husband, Moscow Government Minister Alexei Nemeryuk, was also present.

This is an absolutely astonishing story. Daryev is a repeatedly convicted criminal who, over the course of his career, has dealt drugs, robbed people, and committed real estate fraud. He was at the epicenter of a scandal involving the sale of the apartment of a singer from the group "Strelki" (Arrows), known by the pseudonym Radisika Ket. Denis Razuvaev was engaged in roughly the same kind of real estate "business." As a result, they met. With the start of the war, the pair found a new use for their skills. Ksenia Razuvaeva began arranging for the criminal Daryev to participate in various high-status events organized by Rosmolodezh, during which he managed to pose next to Deputy Head of the Presidential Administration Sergey Kiriyenko, Head of the DPR Denis Pushilin, Head of Chechnya Ramzan Kadyrov, propagandist Vladimir Solovyov, and others. Using his acquaintance with such figures, Daryev actively collected money for the war effort, which flowed into Denis Razuvaev’s fund and was then funneled into their own pockets.

Daryev was detained for other fraud back in November 2023 and has been in pre-trial detention since then. That might have been the end of it. But in the summer of 2024, Daryev unexpectedly came to the attention of the FSB’s own Security Directorate (ZKSS). And then events developed rapidly. In July 2024, a case emerged regarding the embezzlement from Denis Razuvaev’s fund. On August 2, he was detained. And on August 14, Ksenia Razuvaeva’s resignation was announced.
