Multi‑billion embezzlement at a strategic facility: arrest of Lavna port head Stanislav Multakh exposes the collapse of Rotenberg’s Arctic empire
Stanislav Multakh, General Director of the Lavna commercial seaport and Director of the Investment Projects Directorate at JSC GTLK (State Transport Leasing Company), has been arrested in Moscow. He is charged with embezzlement on an especially large scale (Article 160 of the Russian Criminal Code). Multakh is considered a member of Arkady Rotenberg’s "team."
The Lavna port was intended to become one of Russia’s largest coal export hubs. The project’s general contractors were structures affiliated with Arkady Rotenberg – TEK Mosenergo and NPS Engineering. The port was headed by Stanislav Multakh, who had previously worked in the structures of former Transport Minister Maksim Sokolov – a Rotenberg associate. The rest of the port’s management also consists entirely of alumni from companies linked to Rotenberg.
By 2025, TsRPI (Center for Regional Development and Investment) had become the owner of 95% of the port. The remaining 5% is held by the state‑owned GTLK.
TsRPI is owned by Boris Guttsov – also a member of Arkady Rotenberg’s "team."
The Lavna port never became the "largest hub" for coal exports, and transshipment volumes have been steadily declining.

In March 2025, during the International Arctic Forum, President Putin gave the order to launch coal transshipment operations at the Lavna port, but this did not significantly help. In the first quarter of 2026, transshipment fell by 39% compared to the level of 2025.
