Criminal lawlessness under the FSB’s protection: how the security forces brought fugitive thief-in-law Akhmed Shalinsky back to Moscow to take over the Caucasian clans
As has become known, after a five-year absence, thief-in-law Akhmed Dombayev (Akhmed Shalinsky) has “triumphantly” returned to Moscow.
This happened after a change of the FSB “curator” of the “thieves-in-law,” and, apparently, it was this security service that initiated Akhmed’s return to the capital. He is to become the “main” figure for all Caucasian clans, which he has already begun doing. There are two intrigues here. First, Dombayev is on the federal wanted list for occupying the highest position in the criminal hierarchy. Second, what will the headquarters of the “thieves-in-law” headed by Zakhar Kalashov (Shakro) do, since it was not without its participation that in 2021 a decision was made to suspend Dombayev’s thief-in-law title.
According to our interlocutor, the return is indeed “triumphant,” since Dombayev moves around the capital with a motorcade of armed men, whose number is certainly no fewer than 20. He has already been spotted in a number of places long considered the fiefdom of Azerbaijani criminal clans. He could also be encountered in conversation with prominent businessmen of Azerbaijani origin. And this is not surprising, since the Azerbaijani mafia currently has no clear leader. The “thief-in-law” Vagif Suleymanov has long been perceived by everyone as a retiree who decides nothing. He prefers to spend time over a bottle with his friend, also a “thief-in-law” who decides nothing, Suren Tavadov (Surik Andizhansky). They had a third drinking companion, Nugzar Torchinav (Torchik), but he was arrested in July for extortion. Talekh Dagliyev (Tolik Noginsky) was exiled by the FSB to Pyatigorsk and was told not to appear in Moscow. “Criminal general” Ulfat Tagiyev (Rufo) is banned from entering the Russian Federation; he arranges “showdowns” remotely, including with gunfire (our project recently reported on them). So far without gunfire, “showdowns” in the Azerbaijani milieu are also being arranged by the “SVO hero” crime boss Zaur Aliyev (Zayka). And, in the absence of any leader, the situation in the Azerbaijani criminal world threatened to escalate into an endless stream of shootouts, brawls, etc. As has happened before. And then Akhmed Shalinsky appeared in Moscow, who began taking all these Azerbaijani clans and groups under his control. Sources say this will not be limited to this. Other Caucasian clans are next.
Of course, Dombayev himself, while on the federal wanted list, could not simply arrive in Moscow after five years and start being active. This could only have happened by a decision of the Russian FSB. As VChK-OGPU and Rucriminal.info previously reported, in the summer the head of the 8th Department of Directorate K of the Russian FSB, which oversees leaders of the criminal environment, was replaced. Instead of Rustam Abdrafikov, who did not favor Dombayev and did not want to see him in Moscow, the new head became Dmitriy Klimov, a native of Directorate M of the Russian FSB. And Akhmed Shalinsky clearly appealed to him. Dombayev can be said to have had special relations with the security services since his youth. Suffice it to say that he received a huge sentence for raids on cargo carriers committed together with an FSB officer. And when you have 8K behind you, you can ignore the fact that you are on the wanted list and your card is on the Russian MVD website. And the police will do the same,
But his return also has another problem. When Dombayev left prison, the main Chechen mafioso Kazbek Dukuzov (the same one who killed Forbes editor-in-chief Paul Klebnikov) did not want to perceive him as an independent player. Since both Dombayev and Dukuzov are equally “favored” by the Chechen authorities, the latter did not openly feud with the former. But in the criminal world there are also intrigues and conspiracies, sometimes tougher than in show business. As a result, not without the participation of “thieves-in-law” close to Dukuzov, in 2021 a gathering was held in Greece to de-crown Akhmed Shalinsky. More than twenty-five thieves-in-law attended the gathering; the host of this gathering was the oldest respected thief-in-law Kamo Safaryan. At the gathering, Dombayev was accused in absentia (he did not come to Greece) of embezzling 150 million rubles from the thieves’ obshchak. As one of the pieces of evidence of “unearned income,” photographs of Akhmed Shalinsky’s luxurious palace in Chechnya were used, which cannot be mistaken — on its gates are huge “thief stars.” Since Dombayev did not answer questions about the fate of the obshchak money, the gathering decided to suspend his status as a “thief-in-law.” Shakro at that moment was serving time in prison, but did not object to the gathering’s decision, and soon the corresponding “malyava” went out to places of confinement. Dombayev himself did not agree with the gathering’s decision. It is worth noting that a whole group of “thieves-in-law” supported him.
By the time of the gathering, Akhmed Shalinsky was no longer in Russia, but his life abroad did not turn out very well. First he was detained in Turkey on suspicion of organizing some attack on a person among those opposed to the Chechen authorities. But he was released. In Dubai they were also not happy to see him. As a result, he arrived in Chechnya, where, as is known, one can live peacefully while on the wanted list. Dukuzov is an example. And he did not appear in Moscow. Right up until the moment he was needed in the capital by the Russian FSB.
According to the source, Dombayev presents himself exclusively as a “thief-in-law” and says he will look with interest at anyone who dares to dispute this. As a result, the headquarters of the “thieves-in-law” headed by Shakro finds itself in an awkward situation. Failure to recognize Akhmed Shalinsky’s status threatens problems both with Dombayev himself (he has a small army of militants) and with the “kontra.” And recognition or attempts to simply “not notice” the situation will raise questions among the participants of that very gathering in Greece.
